“Коррупционная латиница” представляет собой хитрую и пагубную схему, часто используемую в электронных государственных закупках с целью давать предпочтение определенным поставщикам и одновременно ограничивать доступ к тендерам для других компаний. Эта тактика, хотя и выглядит простой, имеет серьезные последствия для прозрачности и справедливости процесса закупок.
Суть данной схемы заключается в том, что кириллические символы, используемые в названиях тендеров, заменяются на аналогичные латинские символы. Такое изменение названий делает труднее нахождение тендеров по ключевым словам при поиске на сайте. Например, слово “молоко” на кириллице может быть записано как “мoлoкo”, где буквы “о” заменены на латинские “o”.
Этот метод скрывает информацию о предстоящих закупках от широкой общественности и конкурентов, ограничивая доступ к важным данным о тендерах. Это создает неравные условия для участия в закупках и способствует недобросовестным практикам. Прозрачность и конкуренция – ключевые составляющие здоровой системы государственных закупок, и борьба с такими коррупционными схемами играет важную роль в обеспечении справедливости и эффективности государственных закупок.

DEPARTMENT OF STATE PROCUREMENTS
The Department is a state executive body of the Kyrgyz Republic, functioning in the status of a subordinate subdivision of the Ministry of Finance of the Kyrgyz Republic (hereinafter referred to as the Ministry), ensuring the regulation of the public procurement system
To implement the functions and tasks, the Department has the right to:
1) request and receive from state or municipal bodies, services, funds and enterprises, joint-stock companies and other bodies the necessary information on issues within its competence;
2) create temporary working groups to prepare proposals for improving the public procurement process;
3) organize and conduct events (meetings and seminars) in accordance with the established procedure on issues within the competence of the Department, with the involvement of representatives of the relevant ministries, the state committee, administrative departments, institutions and organizations;
4) participate in the development of projects and signing in the prescribed manner, in agreement with the Ministry, with the authorized state body in the field of foreign affairs, international treaties, agreements and other documents with foreign states and international organizations;
6) send materials about committed violations to the relevant law enforcement agencies;
7) send specialists on business trips and internships;
8) exercise other rights in accordance with the legislation of the Kyrgyz Republic.
