Information about the concluded contract and additional agreements has not been published
Каждый день в Кыргызстане закупающие организации проводят сотни закупок и заключают не меньше контрактов. Действующее законодательство о государственных закупках обязывает проводить закупки на специальном веб-портале, а информацию о контрактах публиковать в соответствующем разделе портала. Однако до сих пор эта норма нарушается.
Закон о госзакупках устанавливает, что: «после подписания контракта в виде смарт-контракта на веб-портале автоматически формируется, размещается и отображается информация, включающая следующие сведения:
1) наименование и юридический адрес поставщика, консультанта и их бенефициарных владельцев;
2) дата проведения закупки;
3) предмет государственных закупок с указанием общего классификатора государственных закупок;
4) цена за единицу товара в национальной валюте;
5) сумма лота (лотов) и общая сумма контракта;
7) дата заключения контракта;
8) условия и график исполнения контракта (поставки товаров, оказания услуг, выполнения работ);
9) сроки оплаты по контракту;
10) размер гарантийного обеспечения исполнения контракта и документ, подтверждающий оплату;
11) наличие и срок гарантийного обязательства на товары, работы или услуги по контракту;
12) размер неустоек и штрафных санкций по контракту;
13) наличие банковского сопровождения контракта в случаях, установленных законом о госзакупках.
При этом закон, также регламентирует, что тексты контрактов являются общедоступными, за исключением конфиденциальной информации и персональных данных.

DEPARTMENT OF STATE PROCUREMENTS
The Department is a state executive body of the Kyrgyz Republic, functioning in the status of a subordinate subdivision of the Ministry of Finance of the Kyrgyz Republic (hereinafter referred to as the Ministry), ensuring the regulation of the public procurement system
To implement the functions and tasks, the Department has the right to:
1) request and receive from state or municipal bodies, services, funds and enterprises, joint-stock companies and other bodies the necessary information on issues within its competence;
2) create temporary working groups to prepare proposals for improving the public procurement process;
3) organize and conduct events (meetings and seminars) in accordance with the established procedure on issues within the competence of the Department, with the involvement of representatives of the relevant ministries, the state committee, administrative departments, institutions and organizations;
4) participate in the development of projects and signing in the prescribed manner, in agreement with the Ministry, with the authorized state body in the field of foreign affairs, international treaties, agreements and other documents with foreign states and international organizations;
6) send materials about committed violations to the relevant law enforcement agencies;
7) send specialists on business trips and internships;
8) exercise other rights in accordance with the legislation of the Kyrgyz Republic.
